Overview

Project GO is a Department of Defense-funded initiative bringing together the National Security Education Program, 24 U.S. universities, the Defense Language Office, the Institute of International Education and all three services to promote global awareness and language proficiency among future military officers. The Project GO website supports ROTC students in the Air Force, Army, and Navy/Marine Corps ROTC; provides a searchable database of all summer language programs; centralizes information on ROTC language policy; and announces institutional grant competitions and conferences.

Details

Project Global Officer (Project GO) is a Department of Defense initiative aimed at improving the language skills, regional expertise, and intercultural communication skills of future military officers. Sponsored by the Defense Language and National Security Education Office and administered by the Institute of International Education, Project GO provides institutional grants to U.S institutions of higher education with large ROTC student enrollments, to include the Senior Military Colleges. In turn, these institutions provide language and culture training to ROTC students from across the nation, funding domestic and overseas ROTC language programs and scholarships. Working in support of Army, Air Force, and Naval ROTC Headquarters, Project GO facilitates collaborative efforts both among universities and  ROTC leadership.

Since 2007, Project GO institutions have provided over 3,500 domestic and overseas summer scholarships to ROTC students for critical language study. Project GO has strengthened university infrastructure in the critical languages and created venues for communication amongst ROTC leadership and university personnel.

WHO WE ARE

Defense Language and National Security Education Office - The Defense Language and National Security Education Office (DLNSEO) leads the nation in recruiting, training, sustaining, and enhancing language and culture capabilities to ensure national security and defense readiness by:

  • Building a highly-qualified pool of U.S. citizens with foreign language and international expertise committed to public service through programs and policies,
  • Leading the Department’s strategic policy planning regarding foreign language, culture, and regional expertise for Department of Defense personnel,
  • Providing oversight of high-value training and education Department of Defense initiatives, and
  • Ensuring national and Departmental governance through the Defense Language Steering Committee, the National Security Education Board, and other organizational and professional bodies.

The Institute of International Education - The Institute of International Education (IIE) administers Project GO institutional grants on behalf of the Defense Language and National Security Education Office. IIE is a not-for-profit organization dedicated to building international goodwill through educational and cultural exchange among nations. By enabling more than 18,000 outstanding men and women each year to study, conduct research, receive practical training, or provide technical assistance outside their own countries, IIE fosters mutual understanding, builds global problem solving capabilities, and strengthens the international competence of U.S. citizens.

Description of Ideal Candidate

Eligible for domestic and/or study abroad:

  • U.S. Citizen
  • Matriculated in an undergraduate or graduate degree program located within the United States accredited by an accrediting body recognized by the U.S. Department of Education
  • Contracted or non-contracted Army ROTC, Air Force ROTC, Naval ROTC student on track to commission through ROTC from any university or college in the United States
  • Project GO scholarship recipients must be members of the ROTC and remain matriculated in their degree programs for the duration of the scholarship.  Students may not graduate until the scholarship is complete.
  • The applicant may not be employed by the U.S. federal government or any foreign government while receiving Project GO funding. This includes internships.

Eligible for domestic program only:

  • Drilling members of the National Guard or Reserve
  • Newly commissioned officers awaiting active duty
  • Army Green to Gold

Not Eligible for Project GO

  • Active duty military (not participating in ROTC)
  • Navy Seamen to Admiral Program
  • Officer Candidate School
  • JROTC
  • Service academies
  • Federal Government employees*

*Department of Defense Instruction (DoD) 1025.02, “National Security Education Program (NSEP) and NSEP Service Agreement" states that, "All NSEP award recipients who are government employees or members of the uniformed services at the time of award must confirm that they have resigned from such employment or service before receiving support for their NSEP-funded overseas study. These stipulations apply to all individuals, including employees of a department, agency, or entity of the U.S. Government and members of the uniformed services, including members of a Reserve Component of the uniformed services. Reserve Officer Training Corps (ROTC) participants who are also members of a Reserve Component must be in an inactive, non-drilling status during the course of their NSEP-funded overseas study."
