BPF: WHAT FOR?

To enable the implementation of sustainable business projects in developing countries

    Encourage the Luxembourg / European private sector to establish partnerships with actors of developing countries so as to ensure the implementation of sustainable entrepreneurial initiatives

BPF figures

Following the various initiatives taken by other European countries to support the private sector in developing countries, the Luxembourg Ministry of Foreign and European Affairs (MFEA) launched the Business Partnership Facility in 2016. Initially covering a period of three years, the facility, endowed by the Luxembourg government with an annual envelope of one million euros, was designed to encourage the Luxembourg / European private sector to establish partnerships with its peers, the civil society or state structures in developing countries in order to set up sustainable and innovative business projects.

Given the success it has enjoyed, the facility has been extended by one year at first so as to have the time to carry out the evaluation. The evaluation, undertaken in 2019, indeed confirmed the relevancy of the BPF objectives and purpose for developing countries. In view of the increasing popularity of the BPF among the private sector, the MFEA decided to extend it for three more years.

The aim of this three-year extension is to launch a BPF that is more aligned with the Sustainable Development Goals (SDGs), particularly in terms of impact the supported project will have on the environment, but also regarding the facility' social impact as to job creation and respect for human rights.

The BPF operates on the basis of a call for projects. Two calls for proposals are planned in 2024.

  • Take part in the first edition of the year by submitting your form before 30 April 2024.

  • Need a little more time? You can submit your application form for the second edition of 2024. You then have until 31 October 2024.

  • Candidates shortlisted in the second edition of 2023 will be notified during Summer 2024 and will have until 31 October 2024 to submit their detailed proposal. The final selection will take place in January 2025.

  • Applicants shortlisted in the second edition of the competition in 2024 will be notified in January 2025 and will have until 30 April 2025 to submit their detailed proposal.

Description of Ideal Candidate

Any type of Luxembourg and European private company may participate in this call for proposals, individually or in the form of a consortium, provided that it meets the minimum administrative eligibility requirements.

Different types of partnership can be established within the BPF. It is however up to the Luxembourg / European private sector entities willing to join the facility to initiate the partnership. If the initiative comes from a developing country, it is essential in this case that contacts with potential partners in Europe be made. These European partners will then have the responsibility to submit a proposal. 

The support granted by the BPF must indeed contribute to the achievement of the SDGs through green and inclusive growth, job creation or technology transfer. The following criteria will also be taken into consideration when proceeding to the final selection of the projects:

  • the innovative nature of the project;
  • the economic viability of the project;
  • the partnership with the local partner, and mainly the common interest between the partners and the mutual accountability;
  • the expected results and associated indicators;
  • the principle of additionality of co-financing by the BPF;
  • the neutrality (not create distortions in the targeted market);
  • the demonstration effect and replicability;
  • the compliance with social, environmental and fiscal standards;
  • the formal commitment to respect the Human rights.

Once the detailed proposals have been selected, a co-financing agreement with the leads of the successful projects will be established.

  • Have at least three years of existence on the date of signature of the co-financing agreement
  • Have an average annual turnover of at least 500 000 € or three times the total amount of the proposed project in the three financial years preceding the year in which the call for projects is launched
  • Have minimum five employees at the time of the project proposal submission
  • Comply with the “de minimis” regulation*

Cost/funding for participants

The obtention of the BPF co-financing is subject to a call for projects launched every year and divided in two phases. The successful projects retained at the end of the selection process are co-financed up to a maximum of 50% with a ceiling of 200 000 EUR in the form of a direct grant not refundable and disbursed in one or several instalments.

This co-financing initiated and financed by the Luxembourg Cooperation is to be considered as aid falling within the scope of "de minimis" regulation. The aid is granted by a European Union member state to a company and which cumulated amounts cannot exceed a ceiling of 200 000 EUR (100 000 EUR for undertakings in the road freight transport sector) over the last three fiscal years.
