Employment in the health and social service sector is experiencing rapid growth throughout Europe. Across the EU, around 10% of all jobs are to be found in the health sector. The main reasons for this growth are demographic developments and increasing quality demands being placed on the various fields of activity. This is bringing about an extension of the range of services offered and an increased demand for these services. New technologies and healthcare models require appropriate qualifications on the part of employees. An increasing financial pressure on the European healthcare systems, healthcare service providers will force hiring specialists who can optimise processes in order to ensure greater efficiency.
Interdisciplinary and internationalisation are becoming central to healthcare in the 21st century. For healthcare managers, policy analysts and academic researchers, knowledge of multiple relevant disciplines and an international view and network are keys to understanding and solving the problems that healthcare systems and healthcare services are facing.
A significant number of programs across the world, at university level, have been developed focusing on selected aspects on the health sector. Some better then others. To attract the best students the programme does not “only” need to be in top academic division, but also have an interdisciplinary and international focus.
Cooperation between universities in different countries offering a joint programme within health economics and management where they take advantage of each others strength have a great chance on offering a topnotch programme with an interdisciplinary and international focus. Development of joint master’s degrees is also strongly endorsed by the EU as a step in the Bologna process.
To meet these challenges Erasmus School of Health Policy & Management, Erasmus University Rotterdam (EUR), the Netherlands, Department for Non-profit, Social- & Healthcare Management at the Management Centre Innsbruck (MCI), Austria, School of Economics of the University of Bologna (UniBo), Italy, and Department of Health Management and Health Economics at the Institute of Health and Society, University of Oslo (UiO), Norway, has developed a joint master’s degree in Health Economics and Management. This partnership will warrant that the students of the programme acquire a substantial insight into interdisciplinary content as well as the ability to stand their ground in an international setting and move sure-footedly in different cultural environments.
Programme Structure
The Eu-HEM is a full time programme over two years. The programme is three-fold offering both a multidisciplinary approach as well as the opportunity to specialise within your field of interest. Learning activities are organised according to the following plan for 120 credits in total.
Overview
- The first semester is aimed at acquiring fundamentals of economics, management, law, policy sciences and research methods relevant to the healthcare sector. The fundamental courses are offered at each of the partner universities. All fundamental courses need to be passed (or exemption received) in order to start the specialisation.
- Second and third semesters are devoted to the development of advanced & specialised skills on current issues in healthcare sector. Eu-HEM students need to choose one specialisation track.
- The fourth semester is dedicated to the master thesis. Students are required to write a scientific Master thesis on a topic that is related to one of the subjects covered in the Eu-HEM programme. The objective of the thesis is to show that the student is able to perform scientific research individually and to report the study and its conclusions in a clear way. Suggestions for a master thesis topic are made by the student, a lecturer or an interested party from industry.

- Non-EU/EEA/Swiss applicants: from 1 October until 1 December
- All other students: from 1 February until 1 March
- Students with a nationality of a state that is part of the European Economic Area (European Union, Iceland, Liechtenstein, Norway) or Switzerland; and
- Students from non-EEA countries with a permanent or renewable residence permit in Norway.

Description of Ideal Candidate
Admission to the European Master in Health Economics and Management requires:
- Higher Education Entrance Qualification and a completed bachelor’s degree comparable to a Norwegian bachelor’s degree. Applicants with foreign education, please refer to the country list.
- A minimum grade average of C (in the Norwegian grading scale) or equivalent from your bachelor degree.
- An English language requirement documented by an internationally recognised English language proficiency test. Please note that the English test result should be submitted before the application deadline, it is not possible to submit it at a later date.

Cost/funding for participants
The Eu-HEM programme is granted prestigious Erasmus Mundus Joint Master Degree (EMJMD). EMJMD awards well funded scholarship to the best student candidates. The Eu-HEM grants 15 EMJMD student scholarships per intake and the selection for the scholarship is highly competitive. The selection of EMJMD student scholarship follows the same principals as the selection of students into the programme.
The EMJMD student scholarships will include:
- Full coverage of the participation costs.
- Full insurance coverage.
- Up to 6.000 Euro in travel expenses for Partner country** students and 2.000 Euro for Programme country* students.
- 1.000 Euro in installation coverage for Partner country** students.
- Subsistence contribution of 1.000 EUR per month for the entire duration of the EMJMD study programme, when not living in the country of residence (24 months maximum).
Eligibility criteria for student scholarships:
- A successful completion of a bachelor degree before the time of application.
- A declaration of no previous EMJMD scholarship or Erasmus Mundus Master Course/Joint Doctorate scholarship.
- EMJMD scholarship holders cannot benefit from another EU funded scholarship scheme to follow the same EMJMD course and this for the entire period of the course.
- In case you are applying from a Partner country**, a declaration stating that you have not lived and carried out main activities (studies, work etc.) for more than a total of 12 months over the last five years in a Programme country*.
Erasmus+ Scholarship eligibility rules (set by EACEA):
- Minimum 75% of the grants must be allocated to Partner country** students.
- Partner country** students who has lived or carried out their main activities in a Programme country* for more than 12 months in the past 5 years will be considered as a Programme country* student.
- Maximum 2 grants will be allocated to students from the same country.
- Students with more than one nationality must state with its application under which one are willing to apply.
- Contribution to subsistence costs will not be given to the scholarship holders for the EMJMD periods (study/research/placement/thesis preparation) spent in their country of residence, nor to scholarship holders from a Partner country** for the EMJMD periods exceeding one trimester (i.e. 3 months or the equivalent of 15 ECTS credits) spent in any Partner country**.
