Overview

Willy Brandt School of Public Policy is Germany's oldest public policy school situated within its newest public university. Created in 2002 as part of the Faculty of Legal, Social and Economic Sciences it has operated since as an interdisciplinary, practice-oriented and international institute of higher education that has been preparing students for the demands and challenges of today's complex political world.

The Haniel Foundation provides financial support for excellent applicants to the MPP program at the Willy Brandt School of Public Policy. Up to three Stipends per year can be awarded. One of the Stipends per year is co-financed by the Klaus-Tschira-Foundation.

The Haniel Foundation is an educational foundation following the Leitmotiv of the value-oriented entrepreneur. The foundation focusses on creating education opportunities, facilitating integration and supporting future leaders.

How do I apply?

Applications for the Helmut-Schmidt-Programme for student intake in October 2025 will be open from June 1st until July 31st, 2024.

Indicate on your application that you want to apply for a Haniel Stipend and tell us about your reasons and qualifications in your statement of purpose. In case of admission to our program, you will receive an additional application form for the Haniel Stipend which should be sent back to us via e-mail within two weeks after receipt.

Haniel Stipends will be granted on a competitive basis. The Admissions Committee will discuss all applications and will take into account various factors including academic record, strength of the written statement, and personal commitment, as well as your points of contact with the Haniel Foundation's credo. 

We will inform applicants by the end of July if they have been selected to receive a Haniel Stipend.

Description of Ideal Candidate

Main selection criteria are:

  • A conclusive account of the applicant’s academic, professional and personal motivation for the study endeavour in Germany and for choosing and prioritising the master’s courses
  • This motivation also relates to the goals of the Helmut Schmidt Programme
  • Practical experience relevant to the programme (work experience, internships or professional experience, political activities or service to your community, such as volunteering or work for charities or NGOs)
  • Strong analytical skills and pronounced interest in solving political problems
  • A first higher education degree completed with above-average grades (top third of graduates), usually in the fields of social and political sciences, law, economics, public policy and administration

You are not eligible:

  • If your most recent university degree has been obtained more than six years before your application for the scholarship (date of issue before January 1st, 2017)
  • When you have resided in a country that is not included in the DAC list of developing and emerging countries (see OECD website) for more than 15 months at the time of the application deadline.

What does the Haniel stipend cover?

Haniel Stipends cover the costs of the tuition fees at the Brandt School for the two-year study period, i.e. EUR 6,400, paid in four installments of EUR 1,600.
