Overview

The incumbent reports to the Head of Cell and is responsible for all aspects of information, documents and records management, classified registry, postal services, maintaining the archives and providing administrative assistance as required.

More precisely, the incumbent is responsible for executing the following tasks:

RESPONSIBILITIES

General Responsibilities

  • Depositing and collecting correspondence via the Hungarian Post Office, HDF 47th Airbase Registry Office and commercial courier service.

  • Coordinating and managing classified courier services.

  • Implementing procedures for processing, filing and distributing of routine incoming and outgoing correspondence (faxes, letters, e-mails etc.).

  • Applying an organisational file plan, maintaining files, and preparing files of records for disposal.

  • Managing the content of various Intranet Microsoft SharePoint functions, including libraries, sub-sites and workflows.

  • Customizing and maintaining Intranet MS SharePoint sites, pages, lists, forms, web parts and their configuration settings.

  • Ensuring that security procedures for the handling, dispatch and control of NATO Secret material and documents to be destroyed are applied correctly in the NAM Programme Office (PO) and Heavy Airlift Wing (HAW).

  • Processing declassification and destruction of records in accordance with security regulations.

  • Responding to inquiries for information and records/documents and maintaining distribution lists.

  • Ensuring that electronic and physical archive files are stored and maintained in accordance with professional methods and practices in line with NATO archives guidelines for easy access and retrieval.

  • Providing advice and regular training on basic information, documents and records management practices/tools for HAW and NAM PO staff members as required.

  • Contributing to the improvement of routine work processes.

  • Assisting the Head of Cell in designing, implementing and administering local policies and instructions related to information, records and document management.

  • Executing other related tasks as required in peacetime and any other appropriate tasks assigned in times of crisis or war.

  • In the event of crisis or war the incumbent will, subject to the agreement of their national authorities, remain in the service of the Agency.

Specific Responsibilities

  • Cooperating with the Strategic Airlift Capability (SAC) Security Office for the processing of classified registry.
  • Assisting the Head of Cell in the development, implementation, improvement and maintenance of various corporate information management tools.

QUALIFICATIONS

General Qualifications

  • Complete secondary school or equivalent education.

  • Experience in administration normally acquired as a Senior Clerk after three to five years in the Agency or in a similar organisation.

  • Knowledge of international best practices and standards in the field of information management and familiarity with the life-cycle management of information and records.

  • Knowledge of documentary research and of the drafting of related reports and summaries.

  • Sound digital literacy with experience in using office automation systems and software applications, e.g. Microsoft Office Suite (Word, Excel, and PowerPoint), Microsoft SharePoint and Adobe Acrobat.

  • Experience in registry work, preferably in maintaining hard copy and digital documentation.

  • Ability to be flexible, self-motivated and to work independently under stress and tight deadlines.

Specific Qualifications

  • Ability to create and maintain MS SharePoint sites, web pages, lists, forms and web parts including their customization with MS SharePoint configuration settings, HTML, CSS and Javascript languages.

  • Good knowledge of NATO security regulations and procedures, especially in the field of classified document control and management.

  • Good knowledge of NATO Information Management policies and procedures.

LANGUAGE QUALIFICATIONS

  • NATO's official languages are English and French. The work of this requires fluency in English, while working knowledge of French is desirable.

DESIRABLE QUALIFICATIONS

  • Familiarity with the SAC and a thorough knowledge of NATO structure, processes and procedures.

  • Working level knowledge of Hungarian.
